1.) Do you mean the picture of the frog/duck/chess piece/soccer ball? Go to control panel, click on User Accounts, change the account picture for the account you want.
2.) Yes, change the registry entry. Someone asked the same question last week, but I'm just a little too lazy this morning to dig out that thread for the answer, so here's the google response.
