2 PSU's & modes S3(sleep)/S4(hibernation) power states question thanks.

Not exactly sure how this works thanks.
Anyone know/guess what happens to a secondary PSU (jumpered to primary) when an ATX form factor Win7(LGA2001) goes into S3/S4?

Setup would be primary PSU powering mb+gpus+system drives; secondary powers storage (lots), pumps, fan controller.
S3: suspend to ram standby sleep (ram remains powered).
S4: suspend to disk hibernation (memory saved to hd), powered down.
If the primary power state is S3/S4 is the secondary kept fully on or also shutdown?

I think the jumper (green-black) arrangement is an electronic soft power switch circuit wired to the mb and monitored by psu power relays.
ATX 24-pin psu connector green (pin 16) is shorted to common ground (black) when the motherboard switch is turned on
sending low voltage thru the circuit; so, internal PSU relays switch on or off this way right?

So, are both PSU's controlled by the motherboard with this jumpered parallel green pin16/gnd soft power circuit?
S3: primary supplys trickle voltage to the ram, secondary continues running peripherals fully on?
S4: both PSU's shutdown? windows in hibernation.
thanks for any help.. (also wondering how C7 state haswell-ready psu's work but that's another question).
