With 1gb ram can I turn my page file completely off and run fine? Will it increase performance?
 
Will it increase performance? Yes, especially in games and application loading.

Can you do it? Most likely, but some apps still require a pagefile. Photoshop is the only one coming to mind. It will not run. Paint Shop Pro will however, and is much cheaper.
 
There is a program that lets you set a portion of your ram as a virtual drive, which you can then set windows to use for its virtual memory. Anyone remember what its called? I played with it a few years ago, worked well at the time.
