193P - Text shakes when move windows

Is it normal on a 19" Samsung 193P, or any other LCD monitor for that matter, for the text to shake somewhat as you move a text window around the screen.

What I mean is that if you take a window with lots of black text on a white background and simply drag that window slowly around the screen, the text and other elements on the screen turn darker and blur while you move the window. Is that normal?
 
I believe all LCDs do this (my 173P does). Someone please correct me if I'm wrong.
 
All Monitors will do this, Moving text is the hardest thing for the graphics card and the monitor to produce. Like scrolling up and down on a web page is alot harder to display clearly that playing doom 3. Everything is just so finite
 
Can someone with a 193P or other similar LCD monitor please also verify this?

What causes it?
 
Yes, that's normal. All LCD's do that. Some blur more than the others, though.
