going to do more testing before coming to a conclusion about this, the cards technically work, but the fans shouldn't be not running and letting the cards get to 89c.

Using the newest drivers? Seems like that there must be some sort of conflict for 3 cards to exhibit the same behavior. Maybe Wattman is fighting another monitoring program on your PC for control of the fans? XFX even makes a passively cooled RX 460. So they shouldn't be running too hot I suppose.
