I am about to pick one up (7200rpm 8MB Cache). Can anyone who has one tell me what the actually report as (my 120GB version is actually 109.5GB).

Thats the theoretical formula, but it tends to differ a bit. I should have about 117GB in my 120GB.

Thats why I wasnt to hear from 160GB WD owners.

xxGB * 1000 / 1024

so... ~ 156GB

That shows unformatted capacity. Formatted Capacity is much lower.
Just like Floppy disks, they are 2megabytes unformatted and 1.44megs formatted on a PC. the same disk on my Amiga is 1.76megs.

Formatted capacity depends on file system. I didn't want to get into that.

One thing *I* have noticed when doing *fresh installs* of XP which occurs only with it and Windows 2000: it tends to leave an unused *tail* when creating a single partition on a large drive (usually one one-thousandth of the drive's rated *unformatted* capacity; 8 MB of my WD 800JB CRA Caviar SE). I format *exclusively* NTFS on fresh installs.

Does the size of this *tail* remain constant in terms of percentage (12 MB on 120 GB drives, 16 MB on 160 GB drives, 20 MB on 200 GB drives, etc.)?

No, it's always 8MB. NTFS takes that 8MB to an invisible partition. I THINK Fat32 does the same.
