How high is your OC? If it's not huge I don't see why you'd run it that high anyway. It gets unbrearably loud imo.

As far as damage goes I couldn't say really, I've never run a video card fan at 100% for any amount of time.
 
All moving parts will gradually wear with use. It would make sense to me that doubling the speed of a fan will decrease its life by half. Even with max speed the fan might still last a couple years though. If not, its an easy fix.
It will probably start rattling when its dying, then you can choose to replace the fan or buy a new video card by that time. :-P
 
You will upgrade before you ever kill that fan with 100% fan speed. That or go deaf.
 
Or it will die quick and you can send your card back under warranty. I wouldn't worry too much about fans...they all die at some point.
