140MM Case Fans @ 5v?

Currently, the loudest component in my case is my Seasonic 660W platinum PSU with the fan on. Once I turn it to hybrid mode, the only thing I can hear is my R2 fans @ 5v. I am doing a complete silence build., so I need to replace the fans in my Fractal R4. The problem with the 140MM R2 Silent Series fan is that they do not push much air at all. I'm looking to replace the R2 fans with something that is as quiet as that with more air flow and runs at 5v.

Keep in mind, I've read all the reviews on SPCR and have done a lot of googling without any results. SPCR stated that all the 140MM fans make some type motor noise or sounds like the fan is unbalanced.

Also, I do not have a budget for this, I was considering the Noctua 140MM FLX fans, but the reviews weren't that good.

Edit: Decided to go with the Noctua NF-A14 FLX fans as everyone still rates them the best and with their reputation and warranty, it's the safest way to go.
