My system is as follows

i7 930
6GB Corsair RAM 3x2GB
Sapphire 5850
SeaSonic x650

Something I find weird is that except in the BIOS, the +12v rail doesn't show correctly, it always shows around 1.1v which obviously isn't correct. The machine runs fine, is there something to worry about? Also, is there a possible explanation?

No. This is happening because whatever monitoring utility you're using hasn't been programmed with the correct coefficients to match your motherboard's monitoring hardware. Basically there is a voltage divider on the board that divides the 12V voltage down to the proper range for the monitoring chip (a couple volts). The monitoring software just sees the reading of the resulting voltage, if it doesn't know what the divider factor is, that value is meaningless.

Try the monitoring software from your motherboard manufacturer. It will usually report correct values (though accuracy is generally fairly poor).
