He is referring to 96% of all the electrons have been reverse counter aligned. It's a common metric when discussing Solid State Drives made after March 25th 2011. Drives made before that did not conform to IEEE standard ES1256.A, which set out to describe means for measuring reverse counter aligning. Before that manufactures could only ascertain the measurement by de-referencing the polynomial of gate occlusion reversion...which obviously is not very accurate, lol.
