I have a problem with dust in my case, I'm going to be upgrading my mobo/cpu shortly and I was hoping to get some suggestions on CPU coolers.

I wanted to get one that would be easy to clean and work with, yet still cool efficiently and allow me to overclock a decent amount.

The Logisys Ice Matrix 400 look nice since I would be able to just take a CO2 canister and get rid of any dust. It doesn't look as wide as some of the others, so hopefully making that whole process easier. http://www.newegg.com/Product/Product.aspx?Item=N82E16835999033

Although that cooler doesn't have heatpipes that come in direct contact with the cpu, I question it's performance...

Any comments or other suggestions?

I have no idea how well that heatsink works. Most people around here tend to recommend the Hyper 212+.

If dust is that big of a problem, I'd try making case positively pressured(more air coming in than going out) and put dust filters on the intake fans.

OP, all tower style heatsinks have their fins close together. With some of them the spacing is 1.5mm, with others it's around 3mm, but in all cases it will not allow you to get a tissue or a q-tip in between the fins. So if you don't mind getting a tower heatsink, then any of the heatsinks that we recommend will take the same amount of effort to clean.

If you can get a tower style heatsink, look into the Hyper 212+ or the Hyper 212 EVO like baldrik suggested above. Those are the best heatsinks in the $20-$30 price range. I've never seen any reviews on the Ice Matrix 400 so I don't know about that.
