I Have 115 dollars and i need a case and decent psu. the case needs to be atx and not really ugly like with garbage on the front.....

Super Budget: Antec SX630II with 300w PSU, $62+shipping. A great case, though you might want more of a power supply:

Budget: Antec SX835II with 350w PSU, $79.99 + shipping. A bit larger, with more room for expansion, plus the additional 50 watts:

Want it in Black? Check the Antec SX635BII, essentially the SX630II but in black with a 350w PSU, $88.50 + shipping:

All of these cases have front USB and power supply options, plus great options for adding fans, and a solid interior design made of folded-edge steel, so you won't cut yourself. They'll stand up to years of use.

Here's (linky) a really nice Lian Like Aluminum case with sliding MOBO Tray for $40 (+16shipping). That would leave you with $59 which is plenty for a decent power supply.
