I have an Antec TPII 550W powering the rig in my sig. In the last month, I have noticed that my 12v rail reading is always 11.97v and sometimes 11.95 under a heavy load. I need to know if this is safe and whether I should purchase a new psu, or rma this one.

Assuming your measuring device is accurate (multimeter), then 5% of 12v is .6, so safe is 11.4 to 12.6.

I can't believe your concerned with 11.97V.

Call me when it drops to 11.6V.

ATX specs state Power rails should remain within 5% of rated voltage.

Problems are less likely to occur with stable voltages.
When the voltage rails are noisy, issues can occur.

Er....my bad. Thought I read somewhere that 10% was the max acceptable limit.

If you have an Aspire... supposedly, yes.

The -12v is often give a 10% but it is of no real importance in this day and age.

Yeah you are right, PC equipment that is designed and built well should be able to withstand a 10% constant voltage difference without a problem.
