What is the number after the resolution, and what does it do? Does it hinder performace at all? Lower FPS? Any info would be appreciated. Thanks fellas

hz = number of fps your monitor can put out at any given resolution.

Vertical sync is used to prevent horizontal tearing. For example when you're turning in a game your picture may not be perfectly lined up vertically, but with V-sync on it will be.
