It will a bottleneck. Only reason is B/C of its lower clock speeds. But if you can get it to around 2.2-2.4GHZ you should be just fine.
 
If your taliking about a 754 sempron that can be clocked up to 2.2 and beyond, then don't worry about a bottleneck. If socket A overclock the crap out of that processor and live with the possibility of missing a few frames here and there. CPu bottlenecking is blown out of proprotion sometimes.
