1 Second Interface Lag Delay new ATI card

I replaced an nvidia 8800 (it died) with an HD 4850 and now I'm having extremley annoying problem in game I can't figure out what could be causing. There's a constant 1 second interface delay between every spell I push (in WoW) from the time I push any button to the time it executes on screen that did NOT happen with my Nvidia.

My highspeed internet gives constant 40ms latency, FPS is capped 60fps.. Yet it's still behaving as if I'm playing the game at 400 latency, 1 second interface delay waiting for it to register.

I'm thinking maybe it could be from leftover Nvida conflicts perhaps in registry or somthing?

Please help, Blizzard forums were no help, thanks.
 
Have you used "Driver-cleaner" and removed all the traces of drivers in safe-mode. Then reboot and put the Ati driver in. Sounds like to me you are have issues from left over drivers. Or either you don't have your monitor driver installed maybe.
 
I ran DriverCleaner and reinstalled ATI drivesr couple different ways it still didn't help. 24" lcd soyo widescreen I don't think it comes with any drivers though? I'm thinking it could be a totally different issue perhaps. Somthing I'm not thinking of.

Maybe somthing in wow's directory using nvidia's old setting?
 
Try turning vertical sync on/off through the CCC/game to see if that makes any difference. I know in Far Cry 2 it did for me (turning it on)
