I planning a 1/2" system right now, and I would like to be able to use the 1/4" koolance chipset block I already have. Anyone have any advice? Can I use a couple of "t" fittings that are 1/2" on both ends, and 1/4" in the middle to create a small loop for the chipset block?

Yes you can run the chipset block in parallel to your loop. the chipset block might not get quite as much flow, but it doesn't need as much.

I'm pretty sure this would add quite a bit of resistance in your 1/2" loop. Why not get a chipset block that supports 1/2" also.

Picture sucking a soda down with a large straw. Now take that straw and tip it with a coffee (a bit extreme here) and now try and suck down that soda. There is a big difference. Again this is a bit extreme in size difference but I think you get the point. Its just rendering that 1/2 flow to a big slow down. Just go 1/2 block
