So I just dropped a 4670K into my friend's PC which used to have a G3258 that ran without issue.
4670K
ASrock Z97E-ITX
2x4GB G-Skill DDR3
PNY XLR8 120GB SSD
Zotac GTX 760 4GB
Corsair TX850 PSU
W10 Pro X64
Sven Co-op, H1Z1, and CSGO are some of the games he plays; they all experience this .5 second freeze frame every 1-3 seconds.
The weirdest thing is, while troubleshooting I ended up running LatencyMon to try and see what's going on in the realm of DPC Latency. While LatencyMon is active and monitoring everything, the stuttering completely goes away. When LatencyMon is stopped and not allowed to monitor things, the stuttering comes back.
This is all after a "Reset this PC" was performed (W10 reinstalled, but not from install media). Nothing extra is running or installed.
Stock clocks, high performance power mode, c-states /speedstep/ turbo boost disabled, cores unparked, HPET disabled in bios, bios fully updated, temperatures are way in the clear, NVIDIA drivers up to date, NVIDIA HD Audio disabled, Realtek audio drivers updated, NIC drivers updated, attempted to disable NIC with no results, NVCP Power Mode Prefer Maximum Performance , bcdedit /set disabledynamictick yes / useplatformclock true, Pagefile on SSD
You can see the difference in CPU usage in the following screenshot.
On the left side of the red line is LatencyMon ACTIVE , and right side of the red line is OFF.
You can see the dips and inconsistencies when latencymon is off. Each dip correlates with a 0.5 second freeze frame.
I'm hoping there's an easy remedy but things i haven't tried because they require me to physically be there:
-Popping the G3258 back in
-Swapping out all other components one by one
Not even my computer yet it's still making me upset lol
