the Samsung low end models are a pain. i've run through 3 of them already and they're undeniably cheap in their build quality and abilities. the HP ones aren't that much better but, for something that runs all day, meh...
the dell lasers are all right, but damn it if i will get locked into...
1.) take the battery out of your board and re-insert. clear the bios. try again.
2.) check your power supply. you might have a god-awful 240w wanker of a ps and trying to run on no juice.
3.) remove all unncessary components (HDD, DVD, Floppy, 1x Memory DIMM) and try to get a boot screen...
that's the stepping. the CCB1E 0550 VPMW 170, for example, does 3.0ghz overclocks "easy" this is from the same week (for example) and as such has a good likelyhood of hitting a good oc. (granted, it'd be a 400mhz overclock to 3.0ghz, but whatever).

and my 4 cores will spank your 2 in EVERYTHING with a 200mhz differential. LOL
seriously, not that big of a difference (price, yes, but otherwise...meh) oh, and with a little ClockGen or nTune action, i can just goose them a bit more. after all, they are CCB1E 0550 vPAWs... :)

good luck finding one under 500.00 these days.
we blew through close to 50 UPMWs and VPMWs and honestly, the closest thing i've got are 0550 CCB1E VPAW 285s.

not doubting that they can deliver (duh!) but it's the appearance of delivery that's a bit of a problem.
for the record, there were delays in P4 production (initially) and have been hiccups in subsequent production starts since then. the 3.8ghz P4 was an idiotic move and any of the P3 speed...
therein lies a problem. quantity, without quality, is meaningless. Let's take a quick look at why:
1.) Recalls. More costly than PRODUCING chips is recalling them. remember the i820?
2.) Defects. Intel has CONSISTENTLY produced more errata per retail chip than AMD. If you're not...
good for you. however, it takes an OEM to get the parts (and the resellers along with them). if said company (AMD or Intel) can't get them in the channel, then there's the requisite waiting times.

take your pick outta history. i don't have the time or the energy to list all the things that they've done in that regard. suffice it to say, they HAVE done it and i as an Intel reseller (amongst other things) have suffered for it.
