The uninstall and sweep was for good measure. The problem was my core clock being fixed @500 at all times, desktop and games. It is now at 240 on the desktop and 880 in games.
This is almost embarrassing to admit but I finished Cryostasis, Metro 2033, and most of The Saboteur with my 4890 core fixed at 500MHz. The entire time I was complaining to myself how slow everything was yet the thought of a problem never crossed my mind. Not sure how long this was an issue...
Definitely worth picking up. Only real issue I had with it was story pacing. I thought I had just reached the climax and the next thing I knew, the credits were rolling.

Definately GOTY, gameplay is way better than Bioshock, graphics could go either way depending on preference. Reminds me of Farcry with heavy shader use. But because this is a PC only game, it won't get the acclaim that Bioshock received.
Don't get me wrong, I'm satisfied with it, just wanted to to state that Q4 running on it was an opinion rather than fact. Mine has the standard enthusiast options as well, 2GHz Core2Duo, 1GB, 7400go, and 80gb 7200. I got rid of the bloat as soon as I got it as well, running a XP/Arch dual boot.
My M1210 sucks, Q4 is a slideshow, even older stuff like Payne2 and Painkiller can't run run all turned up. Hell, Vista isn't even smooth running Aero and you can forget about Beryl under linux. :(
