You need to see what % your cpu is running at when Plex is running. If it's not high then changing cpu's won't help and points to the network not being able to keep up. Even the slowest drives are fast enough for Plex

If the Roku is on the same network you shouldn't have to transcode. Make sure your quality is set to original (it will probably say "not recommended"). Plex will only try to transcode if your device is looking for a lower bitrate, but locally it should be fine

Old ones are poky if you mean a 3-5 second delay on starting a channel (except PLEX which is 20-30), once open it's smooth, however just got a new version for Mom to replace her Roku classic. Tried it out and it's instantaneous, sorry Mom you get an old one.
No third party, onboard video disabled in BIOS, no OC everything stock all latest BIOS. Fresh Win 10 install, rock solid. Install Crimson drivers rock solid. Update to 14328 or 14332 and it goes to crap. Install Catalyst 15.7.1 all is good again

More than just mine as it was driving me crazy till I googled it, even blew it out and did clean install then right to 14332 and wouldn't work with any Crimson driver, go back to Catalyst and it works fine. Oddly seems to mainly be R9 380's. Crossing fingers
