Im using the EXC-800 Portable 800W Recirculating Liquid Chiller, performance is awesome on my 9960X just need to maintain dewpoint. it is smaller than my desktop. Im sure it can be modded into the base of a large ATX chassis
Wait for the warranty to expire before lapping, deliding. You may be better off selling your chip and buying another to bin for lower temps lower voltage and lower temp (Better IHS contact)

straighten everything out, use wax paper as a mold,use JBWeld and let harden for 24hours. that baby will never bust off again. PS keep the JBWeld away from the hinge joint so it can freely move.
Are you looking for a custom built loop? a self contained cooler might be perfect for you as you will not have a GPU in the loop.
