I bought a coolermaster case that came with 3 200mm fans and they are not only totally silent but they move alot of air, even at lower RPMs it seems. Dont know what the individual fans are called. But the case is a Storm Sniper black edition.

I've reverted all my changes one by one to see what may have been the culprit to no avail - Even at stock speeds core 0 is still stuck at a 4x multiplier. Meaning it's only 800mhz while the other five cores are 2.8ghz (x14 multiplier). Next step is to do a full bios reset to defaults i guess?

I agree that part can get annoying fast - but for the most part I like the way steam works now. During beta and when it first came out i hated it. Thought it was so stupid. But it has grown on me. I believe if you pause updating and try to launch, most games will launch anyway.
