^ I completely agree, Terran just has too many harass units at tier 1 and tier 2. Even their drops are the easiest to get since most terrans get medivacs anyway to heal units. They just have so many options, while the others races kinda have a cookie cutter type of build they need to do.

Its a combination of a lot of things really. Network speed, ssd or hd, processor, and whether or not he has loaded those maps before. I know for my setup I am usually first in sc2 and tf2 to load the maps or get into the game.

It's really only for TF2 items, and those items are purely cosmetic with the Demoman Stunner shades being the best. Do not get it if you don't play tf2, its horrible.

Hardware is still getting better, but applications and software are not anywhere as intensive. Most of the cpus out there these days are overkill for simple web browsing and movie machines unlike back in the day when you needed the upgrade. Like an i7 today will easily last at least 5-8 years...
