Wrong. I've had Orthos errors after hours and even instant-reboots after hours. An error can result in many strange things from a simple error in the program, the program shutting down or a blue screen/the whole system rebooting.
Idle at 20? That's amazingly low considering 20C is 68F.
Anyway, if it crashed it isn't stable. No success. Success is when you can run it as long as you want without crashing. Some systems can go 8+ hours then crash, some may crash in 25 hours. Try bumping up the voltage again. If it runs...
I guess it's your CPU because I get 37FPS in the demo at 1280x1024, high settings, DX10 in Vista. I can see getting a few more in DX9/XP easily. 10FPS difference is pretty huge and shows how GPU isn't always the bottleneck.

You should run your memory as low as it will go, but you need to start with loose timings until you get the CPU where you want it.
If your RAM is rated at 5-5-5 800MHZ then set your FSB to 400MHz, your divider to 2.0 and the timings to 5-5-5 and that will be it.
2.0 = 1:1
If you are using stock cooling your temps are going to get into the 60's at 3.2GHz. You can try manually setting the voltage to 1.35 or so and see if it is stable.
As far as temps, Coretemp is correct. 15C is impossible unless you are outside.. in Antarctica.
CPUs cool off incredibly fast. By the time you exit a game (which doesn't fully load a CPU anyway - especially CS:S) they can drop 10-15 degrees or more. Run Orthos while watching Coretemp.
Meh, I only score 5k in PCMark Vantage and 8775 in PCMark05. Pretty sure my 2GB is the reason.. more RAM is better for that benchmark.
