FEAR couldn't even be FEAR with environments are large as those in Far Cry. The game is based around tiny, enclosed buildings...all one has to do is look out the windows to see what they sacrificed in order to get that level of detail in the places where the gamer is playing.

Sorry, but no. An FPS would be in the first-person perspective 100% of the time, like the original Half-Life. Halo might be classified as an FPS for the sake of convenience, but it was a hybrid of several genres.
You must've missed the parts with land and air vehicles. Future games did it too, but none of them did it very well (HL2 had the buggy and airboat, but neither of them really did anything special aside from nauseating gamers)
