As a native San Diegan who has fished Crystal Pier in Pacific Beach, I can say this:
1) It is not very noisey at all out there because it is a rule to remain quiet at all times and most people on the pier are silently focused on their fishing anyways. The rule:

1) No Blocking - An ISP cannot legally block any "legal content" for any reason what-so-ever.

@YardofTue - I will attest to Hitachi drives... They may not be the fastest, but they do have the longest MTBF of any hard drive out there.
