This is good news to hear! My clock speeds are also all over the place. I disabled VT-D and did everything I could to make sure the low wattage Intel CPU was set to run at "full throttle at all times", yet clock speeds are bouncing all over the place from 2.8GHz to 3.2GHz.I just read on a serve the home forum in a thread about the Dell 5070 where someone was running into a similar problem with a drive not performing correctly and a higher wattage power supply did solve the problem. I think you're on the right track.
One place I have found power supplies cheap is a local goodwill. They were selling for only a dollar or two.
