This is good news to hear! My clock speeds are also all over the place. I disabled VT-D and did everything I could to make sure the low wattage Intel CPU was set to run at "full throttle at all times", yet clock speeds are bouncing all over the place from 2.8GHz to 3.2GHz.

VT-d really shouldn't effect that - you want to disable all efficiency/power management/clock speed spin down/'green' etc features in the bios if you want it running full throttle all the time (some green stuff like erp only deal with when it's off/in standby so those type of things fine to stay on)
