WTB - Desktop To Run CAD Software

If your gonna piece one together I've got a quadro nvs810 4gb card for sale

Does inventor actually take advantage of the GPU? Fusion 360 basically ignores my 1080 Ti and Titan Xp and doesn't seem to care whether I'm on my 7700K or 7820X at 5ghz each it performs the same on each and has next to no GPU utilization at all.

You can get a list of certified graphics hardware for AutoCAD inventor here:

https://knowledge.autodesk.com/certified-graphics-hardware

And looking at the list, you can get some pretty cheap used hardware on the entry level. For instance, I saw an Nvidia Quadro K1200/K2000, which can be had for ~$50 used on eBay. Even the Quadro K4000 can be had for under $100. On the AMD front, you have the W4100 (~$75 eBay) or W5100 (~$125).

Gotcha. I'm looking for a whole computer

I'd recommend just buying a normal desktop system. Remove the GPU (if any) and then buying a Quadro or FirePro card on the compatibility list and putting it in.

Buying pre-build (used) CAD workstations, you run into upgradeability issues as lots of components are proprietary. New pre-built workstations are just $$$.

If you are looking to save some money I would check out multi core workstations on ebay - you can get a dual xeon with a shit ton of ram and a quadro card for not a lot of money if you are willing to go with a gen back or so of Xeon processor. If money is not a problem you can probably piece together a nice Threadripper system here.
