1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming, Video production, Photo work (part time photographer)
2) What's your budget? Are tax and shipping included?
$1500-1700
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
USA. La Center, WA (not near a Microcenter)
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, MB, RAM, HDD's, Case, PSU, Video Card
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model. Monitor and peripherals
6) Will you be overclocking?
Mildly
7) What is the max resolution of your monitor? What size is it?
28" 1920x1200 and 19" 1440x900. Looking to go 4K at some point (not looking to game in 4k, I'd just like it for video/photo work).
8) When do you plan on building/buying the PC?
This month
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Nothing more than any X99 board has already.
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Windows 7 Pro 64bit. I plan on upgrading to W10.

Here is a build I put together that has some nice rebates as well. I'm on the fence with 32gb vs 16gb and maybe using that money to bump the video card up to a 970. I don't plan on 4k gaming at all, and will probably just run 1080p which scales well on 4k panels from what I've read/seen. The main reason I would like a 4k panel is desktop use. Going with a 970 would also give me HDMI 2.0 which would give me more display options. That 290 is a great deal though so I'm torn. Having a large format hi rez screen would be so awesome for editing. I am thinking that with the MB having 8 ram slots, I'd be able to bump up to 32gb if I am running into issues.

Please stay away from the Rosewill power supply. Read the reviews. It is a POS. Go with 16 gig and spend the extra money on a real power supply. Read the [H] tests. PSU is not the place to be cheap!!!

Agreed. Everything else in the build looks fine.

Thanks guys. I went off of the reviews on Newegg and it bit me:) I agree on a quality PSU. I've replaced too many in various people's PC's to know why cheap means cheap. I will certainly upgrade that. Do you think going to a 970 along with the better PSU is a good move or stay with the 290? I'm on GTX460's in SLI right now so either one is going to be a nice upgrade. Kinda hung up on the 290 not having HDMI 2.0.

As the others have said, you definitely need a better quality PSU. I recommend either of these two high quality PSUs for your system:
$85 - Seasonic G Series SSR-550RM 550W Modular PSU
$119 - eVGA SuperNOVA 750G2 750W Modular PSU

That RAM is OOS FYI.
