Cheap Web browser system: suggestions?

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

Web browsing 90% of the time or more. Maybe some photo viewing only.

2) What's your budget? Are tax and shipping included?

Like to keep it around $250 or less

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

MB, memory and CPU, PSU. No graphics card needed, will use onboard graphics.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

Monitor: Planar PX 2611W. Case: Lian Li PCV35.

6) Will you be overclocking?

No.
7) What is the max resolution of your monitor? What size is it?

1900x1200

8) When do you plan on building/buying the PC?

Very soon.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

Want to keep it Intel socket 1150.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

Will be using Win 7 64 bit.


As stated, will be a nearly entirely web browsing system. No games required. Could at some point also be used to run in 24/7 mode for IP camera application Blue Iris. Want it to be as inexpensive as possible but functional.

This is to replace an old socket 775/Wolfdale E8400 system which was adequate for the job but seems to have reached a terminal failure. Prefer socket 1150 unless there is a compelling case for AMD.

Have you considered a Chromebook? They are in your price range and more than adequate for web browsing.
 
The "compelling case for AMD" is that AMD processors have better embedded GPUs than similarly-priced Intel processors.

Since you don't need much to begin with, you don't need to spend more on an Intel-based platform.

Here's the AMD buid:

$48 - AMD A4-6300 dual-core processor
$50 - MSI A55M-E35 micro ATX motherboard
$40 - Kingston HyperX FURY 4GB DDR3 1600 RAM
$40 - Corsair CX430 430 watt power supply
=====
$178 - Total before taxes (includes free ground shipping)

If you really want Intel, replace the A4-6300 and the A55M-E35 with the following:

$57 - Intel Pentium G3220 dual-core processor
$50 - MSI H81M-E33 micro ATX motherboard

You're spending $9 more on the Intel processor.

What are you (re-) using for storage?

EDIT: I was going to suggest an Intel NUC but 250 USD is too low of a budget. If your budget was around 400 USD, Intel NUC would probably be overall best route to go.

The computer will be used to drive a 26 inch monitor at 1900x1200.

Also, Win 7 because it will be on a home network with Windows machines for file sharing/remote access/etc.
