Games with the largest modding community?

What games out there have a massive modding community? I know there are a few out there and I was just curious what people had to say.

Baldurs Gate 1/2 has a monster modding community. Not to mention it isnt exactly easy to mod the game and make mods that actually work. People just love those games and it is easily my favorite modding community. Still well active 14 years after BG1 came out.

What else is out there?
 
What about........ Half Life 2 with the source engine??
 
Deus Ex certainly keeps people working on major stuff, even to this day
 
Most any AAA title that had mod tools released has a fair number of mods.

Oblivion and or FO3/NV prolly have the largest mod community.
Q3, Source, and Unreal (pre UT3), engined MP games prolly have the largest map making communities.
 
Thief 1/2 have a large number of fan missions, many of very high quality. Not to mention there is a Doom 3 mod (The Dark Mod) with similar gameplay.
 
Crysis, Oblivion, Counter Strike or HL2 (no Shit...), Unreal Tournament 1999 to 2004,
 
Are people still churning out stuff for the source engine games in full force? Or was its greatness in the past?

Hard to say these days. I remember when Total Annihilation was in its prime, nothing came close.
 
My vote goes to Oblivion and Fallout 3 too. I think Oblivion has the edge of being out in the market earlier and its still the latest TES game up till now, while Fallout's fan base is probably divided between fallout 3 and NV

The modding community isnt the largest, and I honestly havent checked it out all that much, but "The Nameless Mod" impressed me a ton
 
I guess it really depends on the mods. Are new custom maps considered mods? Or just changes to the core game? Or maybe total conversions?
 
Morrowind, Oblivion, Fallout 3/NV. STALKER is pretty big too I think.
 
I'll throw in a mention for the X series of games (most recently X3 Terran Conflict). Very active modding community.
 
Games that haven't been mentioned yet:

Minecraft's modding community is pretty epic right now.

Arma 2 as well.

Dragon Age Origins hasn't been mentioned yet, but there's a lot of mods out there for it, similar to the Elder Scrolls games.

Also, there's a mod for GTAIII that makes the graphics look like GTAIV.
 
Morrowind isn't the current strongest, but it has more longevity of at least semi-strongness than any other title I know.
 
Not the largest by number of modders but rated based on activity and amount of added content, I'd have to +1 the Simcity 4 mention above, and add Freespace 2.

The Freespace 2 source code project continues to surprise me every couple of years in that it's still going. Those guys have rebuilt all the models, textures, and effects to add more detail while updating the core code in addition to adding new ones and converting the FS1 campaigns as well.

edit: although it may not be fair to call the FS2 source code community 'modders' in a traditional sense, because they actually have the source code to work with.

deff Oblivion and Fallout

The older GTA games had a HUGE modding community. GTA 4 does too, to some extent, but not nearly as huge as the others were in the past.

Garys mod also had (not sure if it does anymore) a huge modding community, but the whole point of the game was sort of mod related. Not sure if I'd really count that or not.

Crysis has some, but it's a pretty tight nit community. Not large by any means.
