Built my friend a computer, has same specs as mine, except different PSU.
AMD Athlon II X2 250 Regor 3.0GHz 2 x 1MB L2
MSI 770-G45 AM3
SAPPHIRE HD 4670 1GB GDDR3 PCI-E
Crucial 2GB 240-pin PC3-8500 DIMM DDR3
Thermaltake W0070RUC TR2 Series 430W
1 IDE HDD
1 SATA HDD
1 DVD Burner

Now the PC works great, when it turns on.
I thought at first it was the power button on the case, but seems to be not the case(no pun intended :p)

Playing with the PSU, turn on/off a few times, and voila PC turns on, with no other issues.

Any Suggestions guys?

Yah, return that PSU. :p While he doesn't need an uber expensive one, he really should get a better quality unit, like the Corsair CX 400W ($40AR) or Antec Earthwatts 380W. Are you near a staples?

$55 - Corsair CMPSU-400CX 400W ATX12V V2.2 80 PLUS Certified [FS] ($15MIR)

If no staples near you, and you don't like to wait for rebates:
$40 - Antec EarthWatts Green EA-380D 380W Continuous 80+ Bronze APFC

If you REALLY don't want to replace the PSU, double check all the connections and make sure nothing is grounding out the system. You could also do the PSU paperclip trick (instructions in the troubleshooting sticky).

While I don't mind him returning his PSU and getting another, I wonder if PSU is really the issue.
I want to bring over my PSU and see if the problem persists.

I hope it's not the motherboard.
We have the same Mobo and Ram, yet his mobo won't accept the ram in slot DIMM1 like mine does, it wants it in DIMM3.
What he hell is that all about.

2 sticks or 1 stick? what does the manual say? some boards aren't that robust and need to have the RAM in a specific slot in certain configs.

Still sounds like a power issue. How old is the wiring in his room? Does he have a surge protector? Is his outlet properly grounded? Does he have a UPS?

1 stick. Same stick, same mobo, different config. isn't that strange?

It's looking like a power issue, if the PSU has to be played with for it to work.
Not sure of his exact wiring, has surge protector, and when I was building his computer
I've had the same problem, but not to extent where I had to play with PSU every time.

Hope Staples still has that offer up for grabs.

Even if it isn't a power issue, still would be a smart idea to replace the PSU.

To fully rule out the PSU being a current issue, try another PSU with your friend's PC.

I bought a new PSU, and still same problem is happening.
Its strange, another thing I've noticed is that if I shut off the computer, I can turn it on with no problem.
If there's a wait time that it is shut off then I have to play with the power.

Hmm, swap your mobo with your friend's. See if the issue still occurs.

Swap mobos!?!
no thanks
Id rather go through the trouble of getting a replacement or something...

The motherboard is flashing this new Green Technology and I wonder if thats not the problem.
Like with this mobo, I cant use USB to charge my batteries when PC is off.
With my older computer I was able to because most motherboards allow 9-12v to go out, meaning it is still really powered on, even when its off.

Any other ideas guys? The computer works perfectly fine outside of this minor issue.
