Could be. I'm no expert, but if they're beta, they may have conflicts with older versions' garbage that gets left when you just re-install and don't completely remove the older stuff. It's worth a try, it's only like 5 minutes to take care of and it might help.
So I tweaked my comp last night and got some good settings, here's what I've got so far:
4400+ -> from 2.2 to 2.34
XFX GF 7900GTX -> from 665 to 680 core and 1630 to 1660 memory
AF -> highest
IQ -> highest
All settings within Oblivion maxed, no self-shadows.
