The 4770S and 4770K are identical, except that the K has an unlocked multiplier. The S version is clocked lower than the regular 4770 so that's why the TDP is lower.
I chose the 3770S in my build, I have no performance issues at all
If you want to emulate games, you will need to invest in a great CPU, not so much GPU. I'd suggest a Core i7 because of hyperthreading and a GPU like the 7770 maybe.

You won't block the PCI-E slot with a closed loop system, but you will not be able to fit a 3.5" HDD or possibly the CD-ROM tray.
Not really a method, I basically put a pea-sized amount of thermal paste on the CPU, then attempted to fasten the cooler down without moving around too much. AMD sockets are much easier to work with.

I just bought the Samuel 17 and a GELID Silent 12 PWM fan to cool an i7-3770S. I think I made the right choice, can't wait to install!
