You must have an issue with something else because my 2.5GHz quad core can push a GTX 460 no problem and my buddy's Q9550 used to push quad SLI 295's no problem.

I got some very useful info from a thread I started on 4chan in /diy/ so I am going to try and replace the missing parts with some parts from a broken motherboard I have. I will report back with the results.
Go for a 7850, they are a bit over your budget, $180 or so, but they are fantastic cards for the money. If you really don't want to go over $150, get a GTX 650 Ti or a 7770, but the 7850 is going to provide superior performance for a little bit more money.

Hi guys, I broke a few small components off of the back of my ECS GTS 450's PCB a while back and it no longer works. I have some decent soldering skills and I have confidence in myself that I can repair it, but I have no idea what parts to buy, here is a picture of the damage.

Don't go with a closed loop water cooling solution. Go with this kit later on you can add another rad and a GPU block plus its performance will be much better than a closed loop.
More on the Mobo for sure. You should buy a really good mobo and a cheaper CPU then down the road upgrade the CPU and have a super solid system. Thats my 2 cents...
