While it's not entirely necessary, I'd suggest you remove the A/C power plug to the power supply before you clear the CMOS. It's a practice from the old days but I still do it.
Yeah, now is a good time to check for the lates BIOS for your mobo.
Considering you have a new power supply and it is of sufficient specification and quality, you should be able to eliminate that item as a culprit. Have you recently made any mobo BIOS adjustments? Have you recently flashed your mobo BIOS? If so, it's always a good idea to clear your CMOS...
I didn't know anybody cared about CPU's anymore...I purchased my last processor well over two years ago and it's still kickin' ass. CPU's are a 90's thing. :p
If he's got an AGP slot, the X800 XL is about as good as he could get...for now. It will run him over $200 but it's a great card for those who have stout AGP mobo's. If your friend does a lot of gaming, he might be disappointed with anything less.
Interesting. I only use Omega Drivers because they're less cluttered than the Cats. Plus, the Omega Drivers work for my 9600 in my laptop where the Cats don't.
The best thing is the Omegas are free from the CCC thing. I did have an issue with Temporal AA with the Omegas so I just disable it.

The 9600 is pretty good on a laptop. I have one in my E-Machine with an Athlon 64 3400. It's no desktop replacement but it will play games quite well. I just turn down graphic settings to medium and stay at 1024x 768 rez. Runs great!
