Across the breath of the cards I've owned I'd say the PNY cards are about average for fan noise.
However, I have a couple of 15 year old card which the fans never failed on them.
I can't prove this- but I think PNY specs with a little headroom in their designs.

At these levels of performance I wonder why anyone even tries to tweak things.
My god... I started gaming on an Apple II. There's nothing to complain about except the fact that game publishers aren't doing anything really original.
I'm not religious about what GPU I use... and had pretty much used nVidia since 2000.
This time around (actually a while ago) I got a 6700XT.
Every day that goes by I'm glad I made the move. This nVidia stuff is ridiculous.
