Those numbers were made before the PLL overvoltage fix, so that's why they're so low. They basically tell you how high you should expect with pll overvoltage disabled.
I recommend linx with the latest linpack binaries. You'll probably have to download the linpack binaries seperately because they're usually out of date.
Linx is known to stress systems harder than any other stress test, and I use it for stressing my overclocks.
Have you tried installing the latest linpack binaries for Intel Burn Test and installing Windows 7 SP1? The old linpack binaries don't stress sandy bridge processors enough, so you can pass a stress test with it and still not be stable. I'm guessing that's the problem.

It was a pretty minor change, and it was really affecting their bottom line to not have any 1155 motherboards for sale, so it seems doable to do it in a month.
I know I wouldn't have bought an 1156 or 1366 if I knew sandy bridge had already been released.
The lowest I've seen anyone be able to go with a 2500k is 4.4, and that's with pll overvoltage disabled. Most can hit 4.6 pretty easily.

What hard drive are you using?
I had this problem because of a large hard drive. There was an update from microsoft that I had to install for Windows 7.
I think that SP1 comes with the patch already, so if you haven't installed it yet, that will probably fix your problem.
I agree with everyone else. I wouldn't even buy 2000mhz ram if I was buying ram for a new build and didn't already have other ram.
1600mhz can usually be overclocked to 1866 or even 2000.
Like everyone else is saying, it usually doesn't make a huge difference (maybe 2-3%), but you'll probably be able to overclock the memory a little higher. I'd probably go with the CAS 9.
