row1 only changes when it reaches the beginning of the while loop code, but you are using 'row1' twice inside the loop. You're going to want to increment row1, before using it again, if you want the next value.

and I saw a 2 radio button options, 1 for paypal and 1 more paysystems. I didn't bother to look up paysystems, and I erroneously assumed it was a close sibling to paypal.
Doesn't iPaska only accept Paypal payments? Why would you continue to use paypal for billing when you hate it so?

About what was just said, you should also charge respective the amount of effort and your current skill level. If you are an intermediate web designer, then you should be charging a bit less than one who has be professionaly designing sites for the last 5 years.
