    Yea the gains are barley noticable to be honest, never had a stability issue though which is good. I hope someday they improve performance for multi gpu setups but I doubt it.

    the 4770 eats the 3850 alive, and costs $99, what more of an excuse do you need? but to answer you question, i believe the 3850 peaks draw around 185-200w under load, the 4770 peak a little higher around 215-220 but its idle is about 30w higher around 150w where as the 3850 idles closer 120w.

    noise is of no concern to me, the only important thing is performance, and the ultra panflo 92mm can move near 100cfm so that seems to me would kill the stock setup.
