Well I fixed it, installed it without a key and installed the service packs then crucially put the license in when connected to the internet. Seems it something to do with some crazy volume license thing rather than it being just oem.
Yeah i actually tried one of those without a service pack and it also didn't work. Only thing I haven't tried is a 32-bit OEM with sp1 that has not been slip-streamed.

In my experience printers aren't fussy about the drivers they use, try installing the nearest HP printer driver you can for your product and you may well find it works.
