Some users have recently had their accounts hijacked. It seems that the now defunct EVGA forums might have compromised your password there and seems many are using the same PW here. We would suggest you UPDATE YOUR PASSWORD and TURN ON 2FA for your account here to further secure it. None of the compromised accounts had 2FA turned on.
Once you have enabled 2FA, your account will be updated soon to show a badge, letting other members know that you use 2FA to protect your account. This should be beneficial for everyone that uses FSFT.
I recommend the GTX 460 768MB card. It is a solid card that can be found at a discount right now because it is being replaced by the GTX 550 Ti, but the new card is slower. The 768MB version of the GTX 460 is only slightly slower than the 1GB version, but costs substantially less. See the...
This would be a good GTX 460 768MB card with heavy duty but quiet cooling:

Your 430w PSU will severely limit your options to upgrade a video card. You need a late model card to maximize performance per watt. I recommend the GTX 550 Ti. It has a recommended minmum power requirement of 400w for the system and a review shows it uses about 300w - 75% is on the high side...

The GTX 460 768MB would be a good place to start - and unfortunately you missed a great sale on newegg - just the other day they had the EVGA brand of this card on sale for $110 AR. As this card is being phased out and replaced by the slower GTX 550 Ti, you might watch newegg and Tiger Direct...

Selecting the best card is a personal choice reflecting the tradeoff between better perfomance and cost. Is it worth it to you?

Is there a particular drive cleaner you recommend? I have read that "DriveCleaner" installs bloatware that takes some time to remove.

Try updating your drivers if you have not. Not a high probability solution but easy to do.
For suggestions on a new card - you need to provide a little more information such as games you play, settings, monitor resolution, budget, power supply make and model. You can find a checklist for...
Samuel seems to have covered it all - and well. Here is a link to the XFX card with a lifetime warranty:

When you tried cards individually, did you try them in different slots or both in the same slot? You could also try running cards in another system or borrowing a PSU to try. While the PSU you have is great, I assume they occassionally can have problems too. How old is yours?
That is a great build above - good value for the performance. Since he brought it in way under budget you might consider some upgrades - adding an SSD drive or combined DVD writer/BluRay player.
I prefer Gigabyte to MSI mobos because of the formers "durability" features, but don't have any...
While I agree the other issues mentioned above are more likely for your symptoms, especially since many of them occur before OS is loaded, but have you made any system changes lately - just before symptons started? Have you tried using a restore point to see if it makes any difference?
Thses...
What monitor resolution are you using now and what do you expect will be the native resolution of the new monitor? You need to make an estimate as this will have a significant impact on the card needed.
What PSU do you have?
