I have the 1T version of those drives set up in RAID0 and I get around 265M sequential reads and 220M sequential writes, so something is up (am assuming they'd be comparable)

While you can change the voltage, you can only change it by +100mv (the bar goes from -100 to +100, it doesn't allow you to set a specific voltage, only a relative one from the 1.181 base). That means you are limited to 1.281...
A 5850 might be to much for a 450W with all those devices, but Corsair makes great PSUs and might be OK.
I'd try with a power splitter first, though, as they are cheap.
