Have you thought about what you want future wise?
In general, it won't matter .... or it would depend on if those 2-5 VMs are CPU intensive.
In my own lab..nothing was CPU intensive and i could not tell the difference in performance between my CPUs with HT and those without.

I was thinking VM guest but since it happens across Win/Linux .. probably not it.

Are your laptops running the same image .. ie same image = same issue across all of them?
I've only ever seen similar issues in Windows VMs using funky themes / mouse...

Based on what you proposed for option 4, i'm guessing a 32GB RAM limit isn't a problem.
I'd go with a PowerEdge T110 i or ii and toss an HBA and a quad port NIC in there.
It has 2 x 5.25" bays to hold anywhere from 8 to 16 2.5" drives w/5.25 to 2.5" cages.
