I think you're referring to Wake-on-Lan? In which case the computer is still technically "on", as it receives just enough power to keep the mobo/NIC on.
Afaik, cell phones do not have anything like this.
The waiting game doesn't work that well with Intel. Maybe waiting a month or two after the latest cpu is released to ensure all bugs are addressed, but waiting a whole year you'd might as well go with the next tick/tock (in this case, Broadwell).
