Seems to me like, indeed, his CPU isn't making proper contact. I doubt the OP is a n00b in the field, but yes, delidding (obviously) means you need to accomodate for 1 mm or so surplus room between CPU and heatsink. A good liquid metal compound (not applied too thin) should do the trick, IMHO...
These temps are not that horrible per se, for full load. The cores of my old i7 6700k (unlidded) all sit around 59c on air (with a fan-profile of 'silent'). But your delidded CPU should indeed be way lower, especially on water cooling.
You're right: my bad. I must have had it confused with the P5 or something. In that case (pun intended), I don't get why ppl are so upset over the topic title, as the P1 is literally marked as 'Mini ITX'.

The HP Z8 G4 Workstation may be the thing for me. :) And it seems they're selling the dual Platinum Xeons too. I may postpone getting a new car by a year, LOL, but it's premade, hassle-free, and with a 5-year maintenance contract, little could actually go wrong.
I may well just go with an HP, pre-made system, yes. I just hate the idea of ruining a $10,000 Cpu. :) I actually worked for HP for a while (at their server department, no less), so I know what they have to offer. But yeah, hardware tends to be 'proprietary' for systems like that.
A few weeks ago, I finally enabled XMP on my old Z10 Premium board from ASUS. Looking at the voltages, though, I'm a bit concerned about the value of VCCSA. It's supposed to be at 0.92v stock, with a 1.3v max, and preferably not above 1.15, if I understood things correctly. Mine is at 1.216v...
P.S. Perhaps I should clarify a bit. I have some physical disabilities (to my hands, primarily) that make me shy away from too overcomplicated and/or extreme precision work. Hence, I can't do custom loops, or (perhaps?) do sockets that may require too much precision to assemble a cooler on. So...

Yes, I read about that, the other day. Something about the lack of a traditional retention backplate or something. I didn't quite get it, though. I mean, wouldn't the same issue exist with an air cooler?!
