That seems a little low for the settings. I run the settings the same as yours however I use the canopy shadows and 4x HQAF. I get about 30-ish, with minor fluctuations. My specs in sig.
I would agree with the X1900XT 512 & 7900GTX 512, You can't go wrong with either one. I personally would choose the 1900 Because It's running cheaper at this point in time and with all the RMAed 7900's, I wouldn't want to risk it. But either one will be perfect for you. Good luck.
Nvidia and ATI excel at different games. Every App uses different technologies and different styles of coding etc. that different card take advantage of. That doesn't mean Nvidia or ATI sucks, it just means ATI may run this better because of this, but Nvidia does this better because of that...

Yes, In most cases the X1900XTX Beats the 7900GTX. This is assuming both cards are equipped with the same amount of memory. But each card runs different applications better than the other so whatever you play most.... :)
