macbook pro starting at $1200 is actually amazing value and solidly built machine that will last you 3-4 years and have good resale price in the end. It's not that bad these times you know. Of course I'm not talking about "gaming" laptops, those IMO are a gimmick and waste of money.
Hard to tell, but top high end cards were never too good on the price/performance ratios. However I still see selling two video cards instead of one being a hassle I'd rather not deal with. You'll be able to sell two of those only to an enthusiast with appropriate power supply and machine anyway...
60 fps at what resolution and settings? Based on that, 7970 may or may not be the answer. Regardless I'd go with 7970 for the issues you mentioned, gobs more vram and new tech. During your next upgrade you'd have a single 7970 to sell vs two GTX 570 - that's worth considering too.
I wouldn't buy 6970 based only on the fact that it's already a year old tech with a direct replacement (7950) few weeks away. It's lost much of it's resale value because of that and "you can always go 2nd in CF" argument is overrated - few people have the power supplies and will to deal with CF...

I can't see this being worth the premium unless they have considerable OC headroom. Most people can achieve 1010MHz/1375MHz with any brand. I think this $50 premium comes from the fact that they guarantee this OC (and possibly the higher volted version) and must cover the costs of the process...

It might well be that the game engine has some internal logic to scale down/up itself based on your gpu/vram/cpu whatever. That we'll never know unless game makers state it officially somewhere. That's also why there's no such things as controlled environment if you don't control the software...
Skyrim with HD texture mods needs excess of 1800 MB at 1920x1200. I'm not interested in BF3, but I hear it can use even more than that when maxed, there's actually a guy struggling with quad GTX 590 setup.

System being off doesn't mean water is cool, it means water is of ambient room temps. Same for waterblock and same for stock radiators - they all start on the same temp. I don't see how ambient room temp. waterblock is more efficient than radiator of the same temps. The time is just too short...
