Ever notice who uses the scooter carts in stores? I don't think I have ever seen a person in a wheel chair or on crutches use those things. In my experience its the obese lazy people who use the scooters. Maybe this would appeal to them.

1.5V is the spec for SB. The difference in temps and power consumption between 1.35 and 1.5 is virtually non-existent.

Your best bet would be to sell your current ram and buy a new 12GB kit. 3 x 4GB 1600 C9. Lower cas latencies do not impact user experience much and are not worth the money in my opinion.
